A qualifying agent is a state licensed professional who serves as a contracting company's qualifier of record with its state licensing board, so the company can operate legally, bid on work, and pull permits under its own license. The company holds the license. The qualifying agent is responsible to the board for the work performed under it. States also call this role the qualifying party, the responsible managing employee (RME), the responsible managing officer (RMO), or the license qualifier.
The Licensing Company places qualifying agents with contracting firms as full time W-2 employees and prepares the qualifier filing with the state board.
