Plumbing License Wyoming: City Licenses, Master Rules and Fees (2026)

Wyoming does not issue a state plumbing license. There is no state plumbing board and no state journeyman or master plumber card; the State Fire Marshal's Department of Fire Prevention and Electrical Safety licenses electricians only. Plumbers are licensed by the city or town where the work is, and Casper, Cheyenne, Gillette, Laramie and Jackson each run their own system. If a website tells you to apply to a "Wyoming State Plumbing Board," that board does not exist. Neither Title 33 of the Wyoming statutes, which covers professions and occupations, nor Title 35 creates a plumbing license, and the state's only trade licensing program in this field is electrical. This guide walks through each city's published rules, the fees, the exams, and the rule that decides whether your company can hold a plumbing license at all. Every figure below was checked against its primary source on October 20, 2026.

Who Regulates Plumbing in Wyoming

Wyoming splits its trades in an unusual way, and the split is the first thing to understand.

Electrical is licensed statewide. The Department of Fire Prevention and Electrical Safety, inside the State Fire Marshal's Office in Cheyenne, issues apprentice, journeyman, master, low voltage, limited technician and electrical contractor licenses under W.S. 35-9-120 through 35-9-130. Its licensing page lists those electrical classes and nothing else: no plumbing, gas or mechanical license.

Plumbing is not. No section of Title 33 or Title 35 creates a plumbing license. The power sits with cities and towns: W.S. 15-1-103(a)(xiii) lets a city "license, tax and regulate any business whatsoever conducted or trafficked in within the limits of the city or town," and W.S. 15-1-119(a) lets a city adopt "national fire prevention, building, plumbing and electrical codes" by reference.

This catches people out because the two trades look symmetrical from the outside and are not. A plumber and an electrician working the same subdivision in Wyoming answer to different levels of government.

What the state does supply is a code baseline for state jurisdiction. The State of Wyoming adopted the 2024 International Codes on June 28, 2024: the 2024 International Building Code, International Mechanical Code, International Fuel Gas Code, International Fire Code and International Existing Building Code, plus the 2026 National Electrical Code. The department's adoption list names no plumbing code. Cities adopt their own plumbing code by ordinance; Gillette and Jackson, for example, have each adopted the 2024 International Plumbing Code.

Casper: A Complete Ladder in Plain Language

The City of Casper Community Development Department, Building Inspection Division, issues the plumbing credentials. Casper's published classifications are unusually readable, and the city states each one in terms of what it authorizes.

Apprentice Plumber. The apprentice works "as an employee of a plumbing contractor," and the card "shall be issued to the plumbing contractor in the name of the applicant and shall be valid only for the term of their employment with that contractor." The apprentice card in Casper is not portable. It is written in the apprentice's name, tied to one contractor, and ends when that job does.

Journeyman Plumber. Authorizes the work "that may be required of a journeyman plumber as an employee of a plumbing contractor." To qualify you show either a certificate of completion from a plumbing apprenticeship training program recognized by the federal government, or the equivalent of four years of experience in a City of Casper licensed plumbing shop. You also provide proof of successful testing for the category.

Master Plumber. You show the federal apprenticeship certificate, or the equivalent of four years of experience in a Casper licensed plumbing shop and five years of experience as a journeyman or master plumber in a City of Casper licensed plumbing shop, plus proof of testing. Add the two experience periods together and the experience route runs about nine years.

The experience route is written against work in a City of Casper licensed plumbing shop. If your hours were earned out of state or in another Wyoming city, ask the Building Inspection Division how they will be counted before you apply.

Plumbing Contractor. Authorizes the business "to conduct, carry on or engage in the business of any plumbing work, including the installation of steam or water boilers." Then the sentence that matters most: "Every applicant shall possess or provide proof of employment of a full-time licensed master plumber."

Casper also issues adjacent licenses that plumbing companies routinely need:

• Gas Utility Contractor and Gas Utility Installer cover gas piping from the building out and gas appliance installation, except water heaters and boilers. The contractor must possess or prove employment of a full-time licensed gas utility installer or master plumber.
• Utility Contractor and Utility Installer cover sewer and water lines from the building out. The contractor must employ a full-time licensed utility installer, and the installer needs a minimum of one year in the utility trade. Casper offers an in-house exam for this class in addition to the ICC options.
• Sanitary Sewer Cleaning Contractor requires a minimum of one year of experience in the sanitary sewer cleaning trade.
• Water Conditioning Contractor requires a minimum of one year in the water conditioning trade.

Casper Exams

Casper names the exact ICC exams rather than making you guess:

The city notes that the ICC offers testing in multiple languages. Applications go in complete, with the application form, notarized experience affidavits and proof of testing.

Casper Fees

Casper asks you not to send payment with the application. The Chief Building Official reviews it first; once it is approved, you provide the certificate of insurance and pay the license fee before the license issues.

Casper Reciprocal Licenses

Casper issues a reciprocal license to a plumber or contractor who holds an equivalent, current license in good standing in another Wyoming jurisdiction, with proof of comparable testing. The reciprocal plumbing contractor license is $5.00 new and $3.00 to renew; a reciprocal plumbing master or journeyman card is $50.00 new and $25.00 to renew; and a reciprocal plumbing or mechanical apprentice card is $5.00 new and $3.00 to renew. The reciprocal contractor classes carry the same insurance minimums as above.

Cheyenne: A Licensing Board With Its Own Rulebook

Cheyenne runs a formal board system with its own written rulebook. The City of Cheyenne Contractor Licensing Regulations, revision dated March 10, 2026, run 42 pages and cover everything from handyman classes to fire pump technicians. The Contractor Licensing Board is created by Chapter 5.44 of the city code, and contractor licensing is required under that chapter before anyone does work in the building construction industry.

Section 1.2.3 sets the ground rule for this trade: for plumbing, electrical, refrigeration and HVAC, "all employees on a job site are required to hold a master, journeyman or apprentice license or be a qualified supervisor." Plumbing companies sit in the Class C subcontractor family:

• 18.9 Plumbing (C1), a tested Class C license covering "the installation, demolition, repair or alteration of plumbing and pipe fitting systems," excluding fire sprinklers
• 18.17 Sewer and water main (C2), a non-tested Class C license covering public and private sewer or water mains
• 18.15 Gas and solid fuel appliance installation (C2), non-tested, covering the installation, alteration or repair of gas or solid fuel burning appliances, excluding masonry fireplaces
• 18.4.4 Limited Electrical (C1) for plumbing, refrigeration or HVAC, a tested limited electrical class for wiring on the load side of the equipment disconnect

Section 18.9 says a plumbing contractor needs that limited electrical license to do electrical work on the load side of the disconnect. A Class C holder also may not act as a general contractor or hire subcontractors, except for related minor work with the Building Official's express approval.

On the individual side Cheyenne licenses a Qualified Supervisor or Master, a Journeyman, and an Apprentice, and adds a class the state level cannot offer, since there is no state level:

12.1.11 Residential Plumbing/Mechanical Journeyman. Two years with 4,000 hours of documented experience in the trade as a licensed apprentice, plus satisfactory results on the applicable journeyman exam. The holder may work at journeyman level on residential structures only, and "Ratios for this license shall be no more than a one-to-one, journeyman to apprentice."

Cheyenne Experience Requirements

Master (12.1.8) is four years with 8,000 documented hours as an apprentice, or certified equivalent training, and three years with 6,000 documented hours as a journeyman, plus satisfactory exam results. Journeyman (12.1.9) is four years with 8,000 documented hours as a licensed apprentice, or certified equivalent training, plus the exam. Each class in the table also requires a passing exam.

Cheyenne's apprentice supervision steps down by year under Section 12.1.10: first year 100 percent supervision, second year 75 percent, third year 50 percent, fourth year 25 percent. The ratio cap sits in the introduction to Section 12.1: "No more than three (3) plumbing or mechanical apprentices are permitted to work under the direct supervision of a properly licensed journeyman or master."

Section 3.2.2 adds a requirement that trips up applicants with long but informal work histories: all dates and hours "shall be documented and verified by third party verification." The city recommends its Dates/Hours verification form, and the board will consider payroll records when a former employer cannot be reached. Applicants who do not provide the required third party verification will not be considered by the board for licensure.

Cheyenne Exams

Section 3.5.1 does not name a single vendor. The Board maintains a listing of exams administered by the International Code Council (ICC), the National Institute for Certification in Engineering Technologies (NICET), the National Association of State Contractors Licensing Agency (NASCLA), "or other testing agencies approved by the Board." No license issues until proof of a current published exam is submitted and approved, and under Section 3.5.2 applicants pay the testing agency directly.

Waiting on an exam date? Section 3.9 lets the Building Official grant a trade or craft employee a one time temporary work authorization, good for up to 30 days from application with documented proof of exam registration. One extension is possible after a documented failed attempt and a second registration, and no authorization runs past 60 days total. Section 3.9 states plainly that it "shall not be granted to persons acting as Contractors."

Cheyenne Fees

Application fees are non-refundable and are charged in addition to the license fee (Section 3.6.1). License fees are not refunded after issuance (Section 3.6.2). Upgrading a license earns no credit for fees already paid (Section 3.6.3). Section 3.7 adds an investigation fee for anyone caught working unlicensed, equal to the license fee, whether a license or permit is later obtained.

After approval, Section 3.8.2 gives you 30 days to submit every required document or ask for a refund. Miss it and the fees are forfeited and the application is void.

Cheyenne Insurance

Commercial general liability minimums for a Class C subcontractor are $300,000 per occurrence and $600,000 total aggregate. The City of Cheyenne must be named as certificate holder. Under Section 3.4, a licensee must notify the Building Official within ten working days after receiving notice of cancellation or non-renewal, or before the cancellation takes effect, whichever comes first. Under Section 3.2, a Wyoming workers compensation letter of good standing is required before the license issues, and the regulations state no surety or license bond requirement for this class.

Cheyenne Renewals, and the Trap in Them

Cheyenne licenses expire one year from the date of issuance (Section 4.1), and the Building Official may adjust expiration dates for the division's needs (4.1.1). There is no common calendar renewal date, so every license in your company can sit on a different anniversary.

More importantly, there is no grace period. Section 4.2 states that if a renewal has not been received before expiration, the license expires and the licensee is not eligible for renewal status; a new application is required. Section 4.2.1 escalates it: once a license has been expired more than 30 days, the licensee must provide proof of successful completion of a current published examination.

Read together, a Cheyenne plumbing license that sits 31 days past its anniversary costs you the exam again. The city sends a notice roughly 60 days out, but the duty is on the licensee whether or not a renewal form has been received. Section 4.3 treats anyone who keeps working on an expired license as operating without one.

No continuing education requirement appears anywhere in the Cheyenne regulations. Licenses are not transferable to another person (Section 5.2), and dissolving the licensed business entity terminates its license and ends anyone's ability to operate under it (Section 5.3); a new business entity needs a new license (Section 5.4).

Gillette, Laramie and Jackson

Casper and Cheyenne are not the only cities that license plumbers. Three more publish their rules, and each one differs.

Gillette

Gillette licenses plumbing companies as Class D vocational contractors under the 2024 International Plumbing Code, as adopted and amended by the city, and licenses master, journeyman and apprentice plumbers individually. An individual plumber's license does not authorize work in the city on its own: the work must be done as an owner or payroll employee of a Class D contractor licensed in that trade, with the permits in place.

The Class D plumbing contractor must designate a Master of Record who is a full time employee or an owner of the entity and is licensed with the city as a master plumber. If the Master of Record resigns, the company has 60 days to provide a new qualified one. One master or journeyman must supervise every three apprentice plumbers, and a plumbing contractor may not do gas pipefitter work without a separate Gas Pipefitter license.

Class D contractors carry general liability of $300,000 per occurrence and $600,000 aggregate, with the Building Inspection Division named certificate holder; a surety and license and permit bond of at least $5,000, with the City of Gillette as obligee and the principal's name matching the business name; Wyoming workers compensation and unemployment good standing letters when the company has employees; and a letter of good financial standing from a bank or CPA. If the insurance certificate or bond on file lapses, the license is suspended immediately, and no inspections, permits or certificates of occupancy issue until it is restored. Applications received by 5:00 p.m. the Monday before the monthly Board of Examiners meeting are reviewed at that meeting; the Board meets the second Tuesday of each month.

Laramie

The City of Laramie states that trade contractors, including plumbing, mechanical, gas service, water and sewer, refrigeration, fire protection, lawn sprinkler and petroleum piping, must hold a valid City of Laramie contractor license. All individuals doing that work, including masters or supervisors, journeymen and apprentices, must also be licensed with the city, and all required permits and licenses must be in hand before work begins.

New licenses, renewals and permit applications all run through the city's Civic Access portal. Every contractor license expires on December 31, and the renewal period opens on November 15. The city's Code Administration office, at 307-721-5271, handles questions on the licensing process and the Unified Development Code's buildings and construction chapter.

Jackson

The Town of Jackson licenses plumbing contractors under Title 15, Chapter 15.36 of its Municipal Code, but it changed its system: it no longer requires or issues apprentice or journeyman certificate of qualification cards, and it now issues and renews only Master certificates of qualification. The town also stopped accepting contractor applications for work in unincorporated Teton County; its licensing covers the incorporated town limits only.

A plumbing company needs an approved Master certificate for its master of record before it can apply for the contractor license. The Master card comes two ways: passing the ICC National Contractor/Trades Examination on the town's adopted 2018 I-Codes, identified by a score report starting with "G," while still meeting the time in service rule in Section 15.36.050 of the Jackson Municipal Code; or by reciprocity, holding a current license in good standing in a qualifying Wyoming jurisdiction. Both routes run through the town's SmartGov portal, which also handles plumbing permit applications and requires a current contractor license in the applicant's trade to use. Master cards expire on December 31 every three years, and renewal takes 6 hours of ICC accredited continuing education, which the town also accepts through the ICC Learning Center's online courses.

The town adopted the 2024 International Plumbing Code and the 2024 International Fuel Gas Code for permitted work, and the town's contractor licensing packet notes that starting in 2027, every contractor license holder must meet the town's current insurance and bond schedule, which otherwise runs by class from $20,000 for most trade licenses up to $250,000 for a general contractor, with liability minimums from $500,000 per occurrence up to $1,000,000. The packet does not spell out which bracket a plumbing contractor falls into, so confirm the applicable bond and insurance figures with the Building Division before you buy either one.

Everywhere Else

If you are working in Rock Springs, Sheridan, Evanston, Riverton, Cody or anywhere else in the state, assume nothing and call the building department. Outside city limits, ask the county whether any trade licensing applies. In a state with no plumbing board, the phone call to the city is the research.

The Licensing Steps in Order

1. Confirm the jurisdiction. Find out whether the job is inside a city or town that licenses plumbers, and get its current application packet.
2. Document your hours. Collect employer letters, payroll records or the city's verification form for every year of apprentice and journeyman time. Cheyenne will not consider an application without third party verification.
3. Pass the approved exam. Register with the ICC, or the testing agency the city approves, and pay the vendor directly. Casper names the G27-N and G28-N exams.
4. Apply for your individual card. Submit the application, affidavits and exam proof to the building division. Cheyenne and Gillette route applications to a board; Casper's Chief Building Official reviews them.
5. Set up the company. Register the business with the Wyoming Secretary of State (Gillette checks good standing every year), set up Wyoming workers compensation, and buy liability insurance at the city's minimums. Gillette also requires a $5,000 surety bond.
6. Name the master. File the contractor application with a licensed master or qualified supervisor employed full time, or an owner who holds the master license where the city allows it.
7. Track every anniversary. Put each renewal date on a calendar. In Cheyenne a license more than 30 days expired means retaking the exam.

The Rule That Decides Whether Your Company Can Hold a License

Everything above is about individuals. This section is about the business, and it decides whether the company can operate at all.

Casper states it in one sentence. A Plumbing Contractor applicant "shall possess or provide proof of employment of a full-time licensed master plumber." Either you are the master, or you employ one full time.

Cheyenne writes the same requirement at far greater length, and the language is worth quoting. Section 13.0 in full:

"An entity may be issued a contractor license under these regulations only if the entity always employs, in an active full-time capacity, a qualified supervisor or master. The qualified supervisor or master shall hold the license of the class corresponding to the class and specialty of the contractor's license, or greater subject to the Building Official's approval."

Section 13.1 caps how many companies one person can carry:

"A qualified supervisor or master shall represent no more than one contractor."

The only exception is common ownership. If one or more business entities are wholly owned by the same individuals, those individuals may represent all of them, and Cheyenne defines "individual" for that purpose as "any natural person or a limited liability company having identical members." Violate the one company rule and each of the qualified supervisor's licenses goes to inactive status until the violation is abated.

Section 13.2 adds a physical presence duty. The qualified supervisor "shall oversee and be responsible for all work performed by a contractor," must be at the job site within 24 hours of notice from the Building Official, and must be on site "at any time the Building Official deems necessary."

Section 13.3 is the sentence that separates a real qualifier arrangement from a paper one:

"A contractor license shall be valid, subject to the time periods set forth in this subsection, only if the qualified supervisor or master named in the application is employed by the Licensee in an active, full-time capacity and the employment is the qualified supervisors' or masters' principal employment."

Not merely employed. Not merely full time. Principal employment. The regulations close the loop from the other side in Section 14.0: "No person shall employ any individual in the capacity of a qualified supervisor, master, journeyman, or apprentice who is not properly licensed in accordance with the provisions of these regulations."

The qualifier angle. In Casper, Cheyenne, Gillette and Jackson, the plumbing company license stands on one person: a licensed master who owns the business or works for it full time. A qualifying agent QUALIFIES the company this same way, as an owner or full time W-2 employee who actually supervises the work and meets the one company rule and Cheyenne's principal employment rule. What Happens When Your Master Leaves

Every licensed company should know this clock before it needs it. Cheyenne's Section 13.3.1 sets it:

• 3 working days to notify the Building Official in writing that you have lost your qualified supervisor or master
• 30 calendar days to register a replacement
• A possible additional 30 days, at the Building Official's discretion, "for extreme extenuating circumstances, totaling sixty (60) days"

Miss the 30 days without an extension and the contractor's license is subject to suspension or revocation under Section 10.4. During any relief period, companies may not apply for new permits for projects without first meeting with the Board and gaining approved licensure or providing the equivalent qualified supervisor replacement.

That last clause is the real cost. Your license may still exist while you search, but you cannot pull new permits. For a plumbing company with crews on payroll, a 30 day permit freeze is a shutdown.

Failing to give the written notice within three working days is itself grounds for disciplinary action under Section 11.0, separate from losing the qualifier. In Gillette the window is 60 days to name a new Master of Record.

What Getting Licensed Costs

The government fees are modest. A Casper master plumber card is $75.00 new, a Casper plumbing contractor license is $300.00 new and $150.00 to renew, a Cheyenne Class C1 license is $50.00 application plus $200.00 initial, and Gillette's Class D application fee is $150. Add ICC exam fees paid directly to the testing agency, general liability insurance at the city minimums, Wyoming workers compensation, and in Gillette a $5,000 bond.

The expensive part is not the fees; it is the ladder. Casper's experience route wants four years in a Casper licensed shop plus five years as a journeyman or master, both in Casper licensed shops. Cheyenne's master wants 8,000 apprentice hours plus 6,000 journeyman hours, about seven years. Either way you are looking at the better part of a decade before you personally hold the credential your company needs.

Frequently Asked Questions

Does Wyoming have a state plumbing license? No. There is no Wyoming state plumbing license, no state plumbing board, and no statewide journeyman or master plumber credential. Can I open a plumbing company in Wyoming without a master plumber license? The company can be formed, but it cannot hold a plumbing contractor license in Casper, Cheyenne, Gillette or Jackson without a licensed master. Casper requires "proof of employment of a full-time licensed master plumber," and Cheyenne requires a master employed "in an active full-time capacity" as that person's "principal employment." Can one master plumber cover two companies in Cheyenne? No, unless the companies are wholly owned by the same individuals. Section 13.1 states a qualified supervisor or master "shall represent no more than one contractor." A violation places each of that person's licenses into inactive status until it is abated.

What happens if my qualified supervisor quits? In Cheyenne you have three working days to notify the Building Official in writing and 30 calendar days to register a replacement, extendable by up to another 30 days for extreme extenuating circumstances. You cannot apply for new permits during that window without meeting with the Board. Gillette gives 60 days to name a new Master of Record.

Does my out of state plumbing experience count in Wyoming? It depends on the city. Casper's experience route is written against work "in a City of Casper licensed plumbing shop," and Casper and Jackson grant reciprocity only for licenses held in other Wyoming jurisdictions. Ask the building department how your history will be counted before you apply.

Do Wyoming plumbers need continuing education? Not in Cheyenne: no continuing education requirement appears in its regulations. Jackson requires 6 hours of ICC accredited continuing education to renew a Master card every three years. Check the renewal rules of each city where you hold a card.

Bottom Line

Wyoming's plumbing licensing story is short at the state level and long at the city level. There is no state plumbing license and no state plumbing board. Casper and Cheyenne each run a complete ladder with their own exams and fees, Gillette, Laramie and Jackson run their own, and Casper, Cheyenne, Gillette and Jackson each require a plumbing company to have a licensed master behind it.

Cheyenne says it most plainly: the qualified supervisor must be employed "in an active, full-time capacity" and that employment must be the supervisor's "principal employment." That is not a signature on an application. That is a job.
