Utah DOPL issues five plumber licenses. Here are the hours, the Prov exams and fees, the renewal and CE rules, and the master plumber qualifier a P200 or P201 plumbing contractor needs.
Utah DOPL, the Utah Division of Professional Licensing, issues every plumber license in the state: apprentice, journeyman, residential journeyman, master and residential master. If you searched "DOPL plumbing license" and landed here from Idaho, note that Idaho's licensing agency is also called DOPL (the Division of Occupational and Professional Licenses), and its hours, exams and fees are different. Everything below is Utah.
This guide walks the Utah ladder as DOPL and its exam vendor Prov run it today, then covers the step most plumbers hit later: a plumbing contractor license needs a specific person in a specific role. For the full contractor picture see the Utah contractor license requirements, and for every other state see how to get a contractor license in each state.
At a glance

Journeyman: 576 classroom hours plus 8,000 supervised hours, or 16,000 hours, then two Prov exams.
Fees: $116 DOPL application; Prov exams $85 written, $78 practical; $74 renewal.
Renewal: due November 30 of even years, with 12 hours of continuing education.
Utah DOPL, Not Idaho DOPL: Who Issues Utah Plumbing Licenses
Plumbing licenses in Utah come from the Utah Department of Commerce, Division of Professional Licensing. Its office is on the 4th floor of the Heber M. Wells Building at 160 East 300 South in Salt Lake City, and its mailing address is P.O. Box 146741, Salt Lake City, UT 84114-6741. The phone line is (801) 530-6628.
Older forms still say "Division of Occupational and Professional Licensing"; it is the same Utah agency under its current name.
The law behind the license is the Utah Construction Trades Licensing Act, Utah Code Title 58, Chapter 55. The rules that carry it out are Utah Admin. Code R156-55a (the contractor side) and R156-55c, the Plumber Licensing Act Rule (last amended January 15, 2026), which sets the plumber hour routes, exams, continuing education and apprentice supervision.
A change is coming on January 1, 2027. H.B. 40 from the 2026 General Session restructures the Construction Trades Licensing Act on that date and moves the plumber qualifications into a new section, 58-55-404. Until then, the section numbers cited on this page are the law in force.
The Five Utah Plumber Licenses
DOPL's exam page lists five plumber license classifications. The residential track has its own journeyman and master and asks for fewer hours, so a plumber who works on houses may never need the unlimited license.
| License | Experience route | Education route | Exams |
|---|---|---|---|
| Apprentice Plumber | Employer signs verification form | None required | None |
| Residential Journeyman | 12,000 hours, 9,000 of them in plumbing | 432 classroom hours plus 6,000 hours | Residential written and practical |
| Journeyman Plumber | 16,000 hours as licensed apprentice | 576 classroom hours plus 8,000 hours | Plumber written and practical |
| Residential Master | 4,000 work plus 4,000 supervisory hours | AAS degree plus 2,000 supervisory hours | Law and Rule, plus practical |
| Master Plumber | 4,000 work plus 4,000 supervisory hours | AAS degree plus 2,000 supervisory hours | Law and Rule, plus practical |
Notes on the table
- Practical exam: a master candidate who already passed the Utah Plumber Practical for a journeyman or residential journeyman license does not take it again, per the DOPL exam page.
- Hour crediting: each year of experience must include at least 2,000 hours, and no more than 3,000 hours count in any 12 month period, per the plumber application and R156-55c-302a(8).
Apprentice Plumber: Where the Hours Start
The apprentice license is the entry point, and DOPL requires no exam for it. What it does require is an employer: your employer completes and signs the Verification of Supervision form, naming your supervising plumber, and the application carries a $116 non-refundable processing fee payable to DOPL.
Register early: every hour that counts toward journeyman has to be earned as a licensed apprentice.
Under Utah Code 58-55-302(3)(e), a licensed apprentice plumber works under the immediate supervision of a licensed master, residential master, journeyman or residential journeyman plumber. Beginning in the fourth year of training, an apprentice may work without supervision for up to eight hours in any 24 hour period.
R156-55c-401 caps the ratio at three licensed apprentices under immediate supervision per licensed supervisor, on residential and non-residential projects alike. The same rule lets a plumbing contractor meet the supervision requirement by contracting with a licensed professional employer organization that employs licensed plumbers.
Journeyman Plumber Requirements
DOPL's journeyman application page lists two routes to the unlimited working license:
- Complete a plumber's apprenticeship education program of 576 classroom hours, log 8,000 hours of licensed plumbing experience under a licensed journeyman or master plumber, and pass the Utah Plumber Theory and Practical exams.
- Log 16,000 hours of licensed plumbing experience under a licensed journeyman or master plumber, and pass the same two exams.
The statute frames the same choice in years: four years of full-time training in an approved program, or eight years of full-time experience (Utah Code 58-55-302(3)(c)). R156-55c-302a(3) sets the hour figures above and adds a third route for residential journeymen moving up: 2,000 hours of non-residential work as a licensed apprentice plus the fourth year, 144 hours, of the program.
Testing before you finish school. DOPL's exam page lists a separate test eligibility route for school route candidates: 7 semesters plus 6,000 hours. That comes from R156-55c-302b(4)(b): you may sit for the exams once you have completed the first semester of the fourth year of the program, enrolled in the second, and logged at least 6,000 hours. That is when you may test, not when you may be licensed; the license still needs the finished 576 hour program and 8,000 hours.
A program counts as finished only with at least 72 classroom hours each semester and a score of 75 percent in each class (R156-55c-302a(6)). Prov's competency exams, 1A through 2B, can also satisfy the education requirement or set your placement in a program (R156-55c-302c).
A Canadian Red Seal plumber who has held it at least one year can apply for journeyman by endorsement, per DOPL's plumbing FAQ.
Residential Journeyman Plumber: The Utah Residential Plumbing License
The residential track is shorter, and for a company doing single-family work it is often the right credential rather than a consolation prize. Utah law defines a "residential building" for these licenses as a single or multiple family dwelling of up to four units (Utah Code 58-55-102(43)).
DOPL's residential journeyman page lists two routes:
- 6,000 hours as a licensed apprentice under a licensed journeyman or master plumber, plus a 3 year approved program of at least 432 classroom hours (the exam page counts it as 6 semesters); or
- 12,000 hours of full-time work in a maintenance or repair trade, at least 9,000 of them in plumbing (R156-55c-302a(4)(b)), spread over not less than six years per the application checklist.
Either way, you pass the Utah Residential Plumber Written Exam and the Utah Plumber Practical Exam.
Master Plumber and Residential Master Plumber
Master Plumber. R156-55c-302a(1) sets two routes: at least 4,000 hours of work experience and 4,000 hours of supervisory experience as a licensed journeyman, or an Associate of Applied Science degree (or a similar degree from a school recognized by the Council for Higher Education Accreditation, CHEA) plus 2,000 supervisory hours as a licensed journeyman. The Prov bulletin says the two 4,000 hour categories may be earned at the same time and that supervisory hours must be earned as a W-2 employee. Both routes end with the Utah Master Plumber Law and Rule Examination.
Residential Master Plumber. R156-55c-302a(2) mirrors it: 4,000 work hours and 4,000 supervisory hours as a licensed residential journeyman, or the AAS degree plus 2,000 supervisory hours. The same Law and Rule exam applies.
The master exam is a law and rule exam, not a trade exam. It covers statutes and regulations, labor law, safety reporting and Utah code amendments, and the pass mark is 75 percent.
You pass it before you apply. DOPL's master page states, "All applicants will be required to pass the Utah Master Plumber Law and Rule exam," and its exam page adds: "Please do not submit your application for licensure until you have passed all required exams and have met all other licensing requirements."
Utah Plumbing Exams With Prov
Utah plumbing exams are administered by Prov. Its Utah Plumbing Candidate Information Bulletin (revision dated August 7, 2026) sets the numbers below.
| Exam | Questions and time | Passing score | Fee |
|---|---|---|---|
| Utah Plumber Written | 100 questions, 4 hours | 70% | $85 |
| Utah Residential Plumber Written | 90 questions, 4 hours | 70% | $85 |
| Master Plumber Law and Rule | 40 questions, 2 hours | 75% | $85 |
| Utah Plumber Practical | 2 projects, 2.5 hours | Pass or fail | $78 |
Notes on the exams
- Written content: drain, waste and vent, water supply, plumbing math, safety and fuel gas, with the 2024 International Plumbing Code among the allowed references, per the Prov bulletin.
- Practical content: one plastic assembly and one copper assembly, and one of the two includes a rolling offset. Candidates bring their own tools and materials and may not share them.
- Results: written results are given at the test site; practical results arrive within 15 days.
- Retakes: a failed exam can be retaken after 30 days at the same fee; after a sixth failure the wait is 120 days (R156-55c-302b(5)). A failed practical can be reviewed one on one for $100 if requested within 21 days.
Registration changed in January 2026. DOPL does not preapprove you, but since January 19, 2026 every first-time candidate must attach the Verification of Plumber Experience form to the Prov registration. Graduates of an approved Utah trade program stay in pending status until their school authorizes them to proceed, and out-of-state trade program candidates also attach official transcripts.
Where you test. The practical is given at Salt Lake Community College's Redwood campus once a month, at Weber Technical College in Ogden twice a month, and at Dixie Technical College in St. George once a month. Book the practical seven days ahead. Out-of-state journeyman applicants can take the written theory exam remotely through examroomAI, but the practical must be taken in person at an approved Utah Prov center.
For how the national testing vendors differ in scheduling and rescheduling, see our guide to scheduling a contractor exam with PSI, Prov, or Pearson VUE.
Fees, Renewal and Continuing Education
Every figure below is set by DOPL or Prov and can change, so confirm it on the current form before you pay.
| Fee | Amount | Paid to |
|---|---|---|
| Plumber license application | $116, non-refundable | DOPL |
| Apprentice application | $116, non-refundable | DOPL |
| Written exam, each | $85 | Prov |
| Practical exam | $78 | Prov |
| Practical exam review | $100 | Prov |
| License renewal | $74 every two years | DOPL |
Renewal cycle. Utah plumbing licenses renew by November 30 of even years. DOPL emails a renewal notice 90 days before expiration. Working after a license expires is unlawful conduct under Utah Code 58-1-501 and 58-1-502.
Continuing education. Each two year cycle requires 12 hours of approved CE: at least 8 hours of core education, and the other 4 either core or professional (R156-55c-304). Core topics include the adopted codes and Utah amendments, medical gas, hydronics and OSHA training.
Licensed in Another State: Endorsement, Not Reciprocity
DOPL's plumber pages offer licensure by endorsement, not reciprocity. Each plumber license has its own endorsement map on DOPL's site showing which states DOPL treats as equivalent.
If your state is on the map, send DOPL a Verification of Licensure from your home board showing at least one year of active licensure in good standing. Master Plumber applicants by endorsement still pass the Utah Master Plumber Law and Rule exam at 75 percent or greater.
If your state is not on the map, you meet the Utah requirements above, and out-of-state hours may still count when your home jurisdiction verifies them.
A Plumber License Is Not a Plumbing Contractor License
You can hold a Utah Master Plumber license and still not be able to contract for plumbing work in your own company's name. To bid and contract, the business needs a contractor license in the right classification. DOPL lists two for plumbing among its general contractor classifications:
- P200, General Plumbing Contractor
- P201, Residential Plumbing Contractor
The statute ties each one to a master credential. Under Utah Code 58-55-302(1)(e)(v), a residential plumbing contractor must be a licensed master plumber or master residential plumber, and a plumbing contractor must be a licensed master plumber. DOPL's current contractor application (version v20260327) says it in one line: "Electrical and plumbing classifications require the qualifier to hold the trade's Master License."
| Requirement | What DOPL asks for (P200 or P201) |
|---|---|
| Qualifier | Master Plumber (P200); Master or Residential Master (P201) |
| Pre-licensure education | 25-hour course plus 5-hour business and law course |
| Exam | Utah Business and Law exam through Prov |
| Experience | 2 years (4,000 hours) paid construction work |
| Liability insurance | $1,000,000 per incident, $2,000,000 aggregate |
| Workers' compensation | Required with employees or owners under 8% |
| Application fees | $50 per qualifier, $175 per classification, $1 |
| License term | Expires November 30 of odd years |
Notes on the contractor license
- Experience: a qualifier with two years on a Utah contractor license, a construction management degree, a Utah professional engineer license or a passed NASCLA commercial exam can satisfy it instead, per the DOPL general contractor page.
- Insurance: the certificate must name DOPL as certificate holder and cover your full scope of work for the entire time the license is active (R156-55a-302d), per the DOPL specialty contractor page.
- Fees: the $1.00 is the Electronic Reference Library surcharge. Processing fees are non-refundable. An unincorporated applicant pays $20 more for each owner holding less than 8 percent.
- Registrations: a business entity registers with the Utah Division of Corporations and holds a federal EIN.
- Financial responsibility: the application asks about judgments, liens, tax liens and child support delinquencies in the last eight years and bankruptcy in the last seven, for the applicant, the proposed qualifier and every owner and officer. A bond may be required before the license issues (Utah Code 58-55-306 and R156-55a-602).
- Specialties: a contractor may add up to three specialty trade classifications.
- Timing: DOPL asks applicants to call if they hear nothing after four weeks.
For how Utah compares nationally, see contractor bond requirements by state and contractor insurance requirements by state.
The Qualifier Rules in Utah's Own Words
Utah Code 58-55-304 lets DOPL license a business entity only through an individual qualifier. The qualifier must be an owner, officer or manager who exercises material authority over the contracting business: making the substantive technical and administrative decisions on licensed work, handling hiring, discipline and direction of employees, and holding no other job that conflicts with those duties.
Utah Admin. Code R156-55a-304 puts numbers on that authority:
- Paid time: the qualifier is paid for at least 12 hours of work per week for the licensee. If all owners and employees together work fewer than 50 hours a week, the minimum can drop, but never below 20 percent of the total hours worked.
- Owner qualifiers: pay may take the form of profit distributions or dividends, but only with at least 20 percent ownership of the licensee.
- Officer or manager qualifiers: the rule states that pay "shall be in the form of W-2 wages."
- Several companies: a qualifier may not serve more than three licensees at one time unless the qualifier proves material authority over each business and the Commission and the Division grant written approval.
DOPL's contractor application turns that rule into a checkbox. On the Qualifier Affidavit, under "Select Qualifier's Business Entity Position," there are exactly two options: Owner of at least 20% or W-2 Employee in Management Position. There is no third box.
DOPL's contracting FAQ states the consequence directly: "The only legal way to 'work under' any license is as an officer or W2 employee of a licensed contractor." The same FAQ treats an arrangement in which a company contracts on a license held by someone outside the company as two class A misdemeanors: aiding and abetting for the license holder, and contracting without a license for the company.
The statute also carries a reward for a clean record. Under Utah Code 58-55-304(5)(c), a plumbing business entity that has kept its license for five consecutive years without violations may meet the qualifier requirement at renewal by recording an active employee's name and license number from the trade, unless more than 50 percent of its ownership changed hands during those five years.
The qualifier angle for a company owner. That is what a qualifying agent is: the licensed master plumber whose credential your P200 or P201 stands on, working inside your company as an owner or a full time W-2 employee who actually supervises the work. If you have the crews and the jobs but no master plumber on staff, our team places qualifying agents as W-2 employees in exactly the role Utah's form describes: start at hire a qualifying agent. Before signing any arrangement, read can a qualifying agent be a 1099 contractor.
If you hold the master license yourself and want to understand the role from the other side, see become a qualifying agent.
When Your Master Plumber Leaves
Utah gives you a clock, and it is short. DOPL's contracting FAQ says that when a qualifier leaves a licensed contractor, both the qualifier and the licensee must notify DOPL in writing within 10 days of the last day of employment. The licensee then has 60 days from that date to replace the qualifier.
The statute sets the consequence. Under Utah Code 58-55-304(6) and (7), if notice is given, the license stays in force for 60 days after the qualifier's last day, and it is automatically suspended if no replacement qualifier is in place by then. A licensee that never sends the notice can face immediate suspension on a finding of good cause.
DOPL adds the sentence every plumbing company owner should keep in mind: "The license stays with the company; it does not 'belong to' nor does it 'go with' the qualifier." Build the plan before you need it: the contractor qualifier contingency plan.
The Licensing Steps in Order
- Register as an apprentice. Your employer signs the Verification of Supervision form; file with the $116 fee.
- Choose your track. Residential (432 classroom hours and 6,000 hours) or unlimited (576 classroom hours and 8,000 hours), or an experience only route.
- Log hours carefully. No more than 3,000 hours count per 12 months, all under licensed supervision.
- Register with Prov. Attach the Verification of Plumber Experience form, wait for school authorization if you trained in Utah, and book the practical seven days ahead.
- Pass both exams, then apply with the $116 fee.
- Earn master hours. 4,000 work and 4,000 supervisory hours as a journeyman (they may overlap), or 2,000 supervisory hours with an AAS degree.
- Pass the Master Plumber Law and Rule exam at 75 percent, then apply for the master license.
- Stand up the contractor license. Finish the 30 hours of pre-licensure education, pass the Utah Business and Law exam, secure the liability coverage and file for P200 or P201 with a master plumber qualifier.
- Renew on time. Plumber licenses by November 30 of even years; contractor licenses by November 30 of odd years.
Frequently Asked Questions
Is Utah DOPL the same as Idaho DOPL? No. Utah DOPL is the Division of Professional Licensing in the Utah Department of Commerce. Idaho's Division of Occupational and Professional Licenses is a separate agency with its own plumbing board, exams and fees.
What does a Utah residential plumbing license cover? The plumbing trade limited to residential buildings, which Utah law defines as dwellings of up to four units. A residential master can qualify a P201 Residential Plumbing Contractor, but not a P200.
How long does it take to become a licensed plumber in Utah? About four years on the school route (576 classroom hours and 8,000 hours) or eight years on experience alone (16,000 hours). The residential journeyman runs about three years with schooling (6,000 hours) or at least six years without (12,000 hours). A master license adds 4,000 work and 4,000 supervisory hours as a journeyman, which may overlap, or 2,000 supervisory hours with an AAS degree.
Can I take the Utah plumbing exam before my hours are done? Usually not. DOPL's plumbing FAQ says on-the-job hours and school hours or grades must be met before you are approved to test. The one exception is the school route journeyman, who may test after the first semester of the fourth year and 6,000 hours (R156-55c-302b(4)(b)). Since January 2026 Prov also needs your Verification of Plumber Experience form at registration.
Does Utah accept an out-of-state plumbing license? Often, by endorsement. Check DOPL's endorsement map for your license level and send a Verification of Licensure showing at least one year of active licensure in good standing.
What does it cost to get a Utah plumbing license? Board and vendor fees: $116 to DOPL, $85 per written exam and $78 for the practical to Prov, and $74 to renew. A P200 or P201 adds the contractor fees, courses and insurance.
Can one master plumber qualify more than one company? Up to three at one time under R156-55a-304; more needs proof of material authority over each business and written approval from the Commission and the Division.
Who can replace an old underground water line in West Valley City? Utah defines the plumbing trade as work inside a building or within three feet beyond its outside walls, including the water supply piping. For that zone, hire a P200 or P201 contractor and check it on DOPL's license verification search. For a line running farther out toward the meter, ask the West Valley City building department what the job needs.
Do I need a Utah plumber license to work on my own home? Homeowner work on your own residence is treated differently from contracting for others. Confirm with DOPL and your local building department before assuming an exemption.
Where do I take the practical exam if I live near Ogden? Weber Technical College in Ogden, which hosts the Utah Plumber Practical twice a month. Book it seven days ahead.
