How to Get a Plumbing License in New York (NYC Master Plumber Guide)

Updated October 12, 2026
•The Licensing Company

How to get a plumbing license in New York: the NYC journeyman and master plumber routes, experience and exams, the $585 written and $530 practical exam fees, what it costs, the application steps, and the qualifier rule that decides whether your company can take the work.

To get a plumbing license in New York, you first identify which city or county licenses the work, because the state itself issues no single statewide plumbing license. For most applicants that means the New York City Department of Buildings (DOB) Licensed Master Plumber pathway, which requires years of documented supervised experience, two exams and a background review before the city issues the license.

At a glance

  • Who issues it: NYC's Department of Buildings (DOB) issues the Licensed Master Plumber (LMP) credential; Westchester County and other jurisdictions run separate programs.
  • Experience: The standard DOB route requires seven years within ten under LMP supervision, including two years as a registered journeyman.
  • Written exam: CPS HR gives a closed book, 100 question, 4 hour exam; 70% passes. Fee: $585.
  • Other fees: Practical exam $530, initial license $200, new seal $50, journeyman registration $50.
  • Term: 3 years, renewed with 7 hours of continuing education.

For an individual, the immediate question is which registration or license fits the intended work and documented experience. For a business owner, the licensed professional's operating role and the company's structure matter too. This guide walks the NYC path in order, covers the confirmed Westchester alternative, and explains how to get the application filed once you are ready, using official requirements confirmed on October 5, 2026.

Who Needs a Plumbing License in New York

New York sets no statewide dollar threshold for plumbing work the way some states do for general contracting. Instead, the trigger is jurisdictional: if you perform or contract plumbing work for pay, the city or county where the work happens decides what license or registration you need. General City Law section 46 lets each city designate the board that licenses plumbers locally, so a NYC credential is not automatically a statewide one.

Notes:

  • NYC: DOB administers both the Registered Journeyman and Licensed Master Plumber pathways (S1, S4).
  • Westchester: the county issues a Countywide Master Plumber valid anywhere in the county, and a Restricted Master Plumber valid only in specific listed municipalities (S7).
  • Other cities: General City Law section 46 lets each city designate its own examining board for plumbers (S6).

Identify the actual service area before comparing experience, exams or fees. If your work crosses jurisdictional lines, build a separate licensing checklist for each destination. Our New York contractor license guide covers the broader business context, and how to get a contractor license in each state covers every other state.

NYC License Types: Registered Journeyman and Licensed Master Plumber

NYC uses two distinct credentials, and confusing them is the most common mistake in this search. Registered Journeyman Plumber status documents a worker's supervised experience and qualifications; it is not a business license and does not let someone contract directly for plumbing work. Licensed Master Plumber (LMP), the credential most searches for "nyc master plumbers license" or "lmp nyc" are really asking about, is what lets a person pull permits, run jobs and qualify a company.

The DOB journeyman registration instructions describe two routes: five years of full time supervised work including one year in NYC, or completion of a New York State registered training program plus one year in NYC. Registration costs $50 and is filed through DOB NOW: Licensing with photo ID, a DPL1 form, notarized employer affidavits and a Social Security earnings history.

If you are building toward your own LMP, keep registration records with your employment history and supervisor information from day one. Several of the master plumber experience routes below require a documented period as a registered journeyman specifically, not just general plumbing work, so the timing and nature of that experience needs to be easy to prove later.

Master Plumber Experience and Education Routes

Applicants must be at least 18 and meet DOB's other basic eligibility conditions. The master plumber application page lists five alternative experience routes, confirmed directly against DOB's current page today.

RouteRequired experienceKey distinction
Standard7 years within 10 under LMP supervision2 years as a registered journeyman
Engineering degree5 years within 7 under LMP supervision2 years in NYC; DOB approved degree
NY PE or RA3 years within 5 under LMP supervision1 year in NYC
City agency7 years within 102 yrs registered journeyman install/design; rest maintenance
Inspection creditHalf credit, capped at 2.5 yearsRemaining years from supervised install/design

Notes:

  • PE means Professional Engineer and RA means Registered Architect; either credential is the starting point for its route, not a substitute for that route's plumbing experience.
  • The engineering degree route requires a bachelor's degree in mechanical engineering or engineering technology from a New York State registered college.
  • For the standard route, the two qualifying years must be completed specifically as a registered journeyman. The city agency route carries the same requirement: its two-year installation and planning or design subset must also be completed specifically as a registered journeyman, not merely under a Licensed Master Plumber's general supervision.
  • Inspection credit counts fifty percent of years served toward the total, up to the 2.5 year cap; DOB decides whether particular employment and documents qualify.

The NYC Master Plumber Written and Practical Exams

DOB contracts its testing through CPS HR Consulting, which administers both exams only after DOB confirms you meet one of the routes above.

The written examination is closed book: 100 multiple choice questions, 4 hours, and a 70% passing score. The content splits across five areas.

Content areaQuestions
Gas piping29
Equipment23
Drainage21
Water supply17
Fire protection10

Topics draw on the NYC Plumbing Code, Fuel Gas Code, Building Code and Administrative Code, covering installation, maintenance, inspection, permits, materials and sizing.

The practical examination has two parts: a black steel piping assembly, scored within a 4 hour window, and a copper sweat assembly built in vertical orientation. Candidates bring their own materials, equipment and tools; a substitution can cause a failing score. Schedule the practical within 24 months of written notification, since DOB treats that window as a hard deadline rather than a suggestion.

How to Apply for a New York City Plumbing License

  1. Identify your route and confirm eligibility. Compare your education, registration and employment records against the five routes above, and confirm you are at least 18.
  2. Register as a journeyman if your route requires it. File through DOB NOW: Licensing with the $50 fee, photo ID, DPL1 form and notarized employer affidavits.
  3. Pass the written examination. Schedule through CPS HR Consulting and pay the $585 fee; matching identity information across every form avoids delays.
  4. Pass the practical examination within 24 months of written notification. Pay the $530 fee and bring your own black steel piping and copper sweat assembly materials.
  5. Submit the background application within one year of practical notification. File in DOB NOW: Licensing with the documents DOB's current instructions require.
  6. Complete business and issuance requirements. Respond to DOB's document requests; if DOB denies the application, you may request reconsideration within 60 days.

Want the Application Done for You?

Six steps, a notarized background application, employer affidavits and a portal that bounces the whole file back on one missing document. That is where most New York applications stall, not at the exam.

License Application Processing prepares and submits your state contractor license application: an eligibility audit before anything is filed, a document checklist so you are not chasing the pieces alone, every state form prepared and reviewed line by line, submission the way the board requires, and the board's paperwork questions answered and resubmitted until it decides.

It is a flat $999 per state application, paid up front. State fees, exam fees, background checks and fingerprinting are paid to the state, not to us. This does not promise approval, does not promise a timeline, and does not replace sitting your own CPS HR exams. Call 615-219-2110 to talk through your New York application.

Keep examination payments separate from issuance items when budgeting. This table does not cover every possible business expense and does not supply an insurance estimate; review the next section and DOB's current pages for those parts of the plan.

If what you want is the application filed correctly the first time rather than a do-it-yourself DOB NOW submission, see License Application Processing above; it is a flat $999 per state application, separate from every government fee in this table.

Bond, Insurance and Business Requirements

DOB's current master plumber license and fee pages do not state a specific surety bond amount tied to issuing the individual LMP license itself. What DOB does require, confirmed on its business change instructions, is that a corporation hold at least 51% controlling interest in the hands of its licensed master plumbers, whether that is one licensee or several combined. Beyond that corporate structure rule, your contracts, clients and lender requirements typically drive the general liability and workers' compensation coverage your business actually carries.

How Long Does It Take to Get a Plumbing License in New York?

There is no single published timeline, because most of the clock is the experience requirement itself: 7 years for the standard route, or as little as 3 years within 5 for a New York PE or RA. Once you clear that bar, DOB layers two more deadlines on top: the practical exam must be scheduled within 24 months of your written exam notification, and the background application must go in within one year of your practical notification.

Build in time for CPS HR to schedule each exam, for DOB NOW review, and for any reconsideration if the first decision goes against you (a 60 day window to request it). The fastest realistic path is meeting your experience route, sitting both exams as soon as you are notified, and submitting a complete background file the first time, since an incomplete file restarts the clock on DOB's side rather than on yours.

Renewal and Continuing Education

Master Plumber licenses run on a 3 year term. DOB's renewal instructions set the filing window at 30 to 90 days before the expiration date on your license card, with a combined renewal and seal fee of $225, or $150 and $75 filed separately.

Renewal requires a 7 hour continuing education certificate. File late and DOB adds $50 to the combined fee for 1 to 30 days past expiration (total $275), or $100 for 31 days or more (total $325). Start with the expiration date on your actual card, assemble your continuing education certificate early, and keep a copy of what you submit rather than assuming payment alone proves renewal.

Plumbing Business Ownership and the Qualifying Agent Role

A NYC plumbing business needs more than an employee with a license on file. DOB's corporation rule permits licensed master plumbers to hold a combined controlling interest of at least 51%, whether that is a single licensee or several together; it does not mean every officer must individually own 51%. Review the combined licensed ownership and the actual operating role together before assuming a signed job title satisfies the requirement.

Discuss the qualifying role your company needs before expanding your plumbing business into New York City, so your ownership and supervision plan fits DOB's requirements. A qualifying agent qualifies a company as an owner or full time W-2 employee who supervises the work; see what a qualifying agent is for the full definition. If you cannot yet qualify on your own documented experience, a qualifying agent can hold the company's license while you build the years toward your own LMP; placement alone is never a promise of city approval.

For the broader business picture, read our contractor license guide. Keep the NYC plumbing analysis tied to local requirements even when your company already operates successfully elsewhere.

Plumbing Licensing Outside NYC

Westchester County runs a confirmed, different system. Its Trade Licenses portal issues a Countywide Master Plumber credential valid in any Westchester municipality, and a separate Restricted Master Plumber valid only in the specific municipalities listed on the license. The same portal lets you search active licenses by name, company, city or license number before hiring or subcontracting.

Start there for Westchester rather than applying NYC's experience routes or fees to the county. For every other New York city, contact the local examining board designated under General City Law section 46 before relying on an outside license; this guide does not present a statewide reciprocity list.

If your expansion includes another trade, our New York electrician license guide covers that separate licensing question. Plumbing approval is not evidence that electrical work is also authorized.

New York Plumbing License FAQ

How do I get a plumbing license in New York? Identify the city or county where you intend to work. How do I obtain a plumber's license in NYC? Follow DOB's master plumber application instructions, pass both the written and practical examinations, and complete the DOB NOW background and licensing process, tracking the 24 month practical deadline and the one year background filing deadline.

How long does it take to get a plumbing license? Most of the time is the years of documented experience itself, three to seven depending on your route. Once you clear that, DOB adds the 24 month practical exam window and the one year background filing window on top.

Do I need a license to be a plumber in New York? It depends on the jurisdiction and the role. NYC distinguishes supervised Registered Journeyman status from the business qualifying Licensed Master Plumber, so match the credential to the work and responsibility rather than treating every plumbing role as identical.

What is the difference between a journeyman registration and a master plumber license? Journeyman registration documents a worker's supervised experience and does not permit independent contracting. The Licensed Master Plumber is the business qualifying credential that lets someone pull permits, run jobs and qualify a company.
