How Oklahoma licenses electricians: apprentice registration, journeyman and contractor experience hours, exam details, fees, renewal, continuing education, and reciprocity, all from the Construction Industries Board.
Oklahoma's Construction Industries Board (CIB) registers electrical apprentices and licenses journeymen and electrical contractors. Start with supervised apprentice work, document the experience for your classification, and pass the required examination before moving into licensed work. CIB Electrical Industry

For the broader business requirements, read our Oklahoma contractor license guide and national contractor licensing guide. This page follows the electrical path from first registration through operating an electrical firm.
Start With Apprentice Registration
Arrange work with an active electrical contractor and submit the CIB apprentice application with the contractor's signature and required documentation. An apprentice works under direct supervision; the supervising person can be an appropriately licensed journeyman or contractor. The limit is three apprentices per supervisor, rather than three apprentices for an entire company. CIB Electrical Apprentice
The application asks for your legal name, contact information, employer details, and the affidavit verifying lawful presence. Follow its instructions for original signatures and notarization. The initial payment combines the registration and application charges shown in the fee table below. CIB Apprentice Application
Registration lasts one year from issuance. Apply again each year and obtain the contractor's or approved school instructor's signature. Keep the card, application copy, and renewal records together so you can connect your employment dates to your registration history. CIB Apprentice Application CIB Electrical Industry
Beginning January 1, 2026, apprentices generally need three hours of approved continuing education before annual registration renewal. Student apprentices and apprentices enrolled and attending an approved course have the exemption described in the CIB notice. Check that your training fits that exemption before treating attendance as a substitute for CE. CIB HB 3215 Notice
A separate student electrical intern program lets one high school student per physical job site work under an electrical contractor's or journeyman's direct supervision. That student does not count against the three-apprentice limit on that supervisor, and cannot work on high voltage systems as the National Electrical Code defines them. Register under this program only if the student meets the high school and work-ready enrollment conditions, not as a shortcut around standard apprentice registration. 59 O.S. Section 1699
Keep Experience Records From the First Job
The CIB does not maintain your yearly work-hour account. Your contractor must keep those records, and you should keep your own copies. Record the employer, dates, hours, and whether the work was residential, commercial, or industrial; those categories matter when you apply for an unlimited credential. CIB Electrical Industry CIB Electrical Rules, Effective July 11, 2026
If a contractor has not supplied your hours, send a written request and contact the CIB if the records still are not provided. When an employer has died or closed, the board says tax records or a Social Security Work History Report can support the application. Submit evidence for review instead of assuming an employment date alone proves the required electrical experience. CIB Electrical Industry
Choose the Right License Classification
The classification determines both your experience requirements and the work you may perform. Journeyman and contractor applicants must be at least 18. A journeyman works for a licensed electrical contractor; a contractor has the additional obligations that come with representing an electrical firm. CIB Electrical Application CIB Electrical Rules, Effective July 11, 2026
| Credential | Total Experience | Education Credit Limit |
|---|---|---|
| Unlimited journeyman | 8,000 hours | 2,000 hours |
| Residential journeyman | 4,000 hours | 1,000 hours |
| Unlimited contractor | 12,000 hours | 2,000 hours |
| Residential contractor | 8,000 hours | 1,000 hours |
| Limited contractor, degree route | 8,000 hours plus degree | Degree required |
| Limited contractor, experience route | 16,000 hours | None listed |
Experience notes: The table summarizes the CIB journeyman and contractor requirements. Formal electrical education means attendance at a technical school or training course approved by the Electrical Committee, with specialization in electrical wiring skills; credit is based on actual classroom hours. Classroom credit requires an official transcript showing schools, hours, grades, and certificates, and does not erase a required commercial experience component or licensed journeyman period. CIB Electrical Journeyman CIB Electrical Contractor CIB Electrical Rules, Effective July 11, 2026
Unlimited and Residential Journeyman
An unlimited journeyman applicant needs 8,000 hours, including 4,000 commercial or industrial hours. The work must meet the supervised electrical experience requirements. The maximum formal education substitution is 2,000 hours. CIB Electrical Journeyman
A residential journeyman applicant needs 4,000 hours, with a maximum 1,000 hours of qualifying classroom credit. Residential scope is narrower than unlimited scope. The current rule limits it to specified one-family or two-family structures, requires five feet of separation from other structures, and excludes apartments, motels, and multifamily townhomes. CIB Electrical Journeyman CIB Electrical Rules, Effective July 11, 2026
The CIB also lists a refinery electrical journeyman credential. Its route requires a current, good standing unlimited electrical license from another jurisdiction and the applicable refinery examination; its scope remains refinery facilities, meaning sites designed and operated to receive, unload, store, process, and refine raw crude oil. Choose that route only when the intended work matches its specific limits. CIB Electrical Application CIB Electrical Rules, Effective July 11, 2026
Unlimited and Residential Contractor
The unlimited contractor route requires 12,000 total hours, including 6,000 commercial or industrial hours. The CIB application also requires 4,000 hours and two years as a licensed unlimited journeyman employed by a licensed electrical contractor. A maximum 2,000 hours of formal education may count toward the overall experience requirement. CIB Electrical Contractor CIB Electrical Application
Residential contractor applicants need 8,000 total hours. The CIB describes 4,000 hours as a residential or unlimited journeyman plus 4,000 apprentice hours, or 3,000 apprentice hours and 1,000 qualifying classroom hours. The rule also requires two years of licensed journeyman experience, so document both the hours and the calendar period. CIB Electrical Contractor CIB Electrical Rules, Effective July 11, 2026
Limited Electrical Contractor
The limited contractor route accepts an accredited electrical engineering degree plus 8,000 hours of qualifying commercial or industrial electrical experience. The alternative is 16,000 hours in qualifying electrical work, estimating, or project management. The important restriction is that this classification prohibits the work of a journeyman electrician and performing or supervising field work. CIB Electrical Contractor CIB Electrical Rules, Effective July 11, 2026
The rules also provide a specialized poultry house contractor license for environmentally controlled poultry house wiring. That license allows contracting only for that narrow scope and does not stop an unlimited electrical contractor from doing the same work under their own license. Its narrow scope should not be treated as general electrical contracting authority. 59 O.S. Section 1686.1 CIB Electrical Rules, Effective July 11, 2026
The Licensing Steps in Order
- Match the credential to your work. Decide whether the goal is residential wiring, unlimited electrical work, or the limited management route. Read the scope before investing in a course or submitting experience under the wrong classification. CIB Electrical Contractor
- Register and document supervised work. Keep apprentice registration current and maintain the experience record needed for the next application. Separate commercial and industrial hours from residential hours rather than presenting one undifferentiated total. CIB Electrical Apprentice CIB Electrical Rules, Effective July 11, 2026
- Assemble the application. Use the CIB electrical application, complete the required experience documentation and lawful presence affidavit, and include transcripts when claiming classroom credit. Check names, dates, signatures, and employer information before submitting. CIB Electrical Application
- Wait for eligibility approval. The CIB determines whether you may test and provides the vendor information after approval. Schedule the examination for the approved classification through PSI. CIB Electrical Journeyman CIB Testing Information
- Complete the required examinations. Contractor candidates must address the applicable trade exam and the separate Electrical Business and Law exam, unless they already passed Business and Law under a current contractor license, active or inactive, in the same trade. Register for the correct portions and check the allowed references for each examination. PSI Candidate Information Bulletin CIB Electrical Rules, Effective July 11, 2026
- Activate before contracting. Provide the bond, insurance, and required workers' compensation documentation. Confirm active status and the firm's qualifying relationship before offering electrical contracting services. CIB Active Contractor Requirements CIB Renewal Application CIB Electrical Rules, Effective July 11, 2026
Make a working application checklist from those steps and keep copies of what you submit. An organized file is useful when the board asks which employer verified a period of work or which transcript supports a classroom credit claim. It also gives you a record to carry forward when you later apply for contractor status.
What the Exams Cover
PSI administers the electrical licensing examinations for the CIB. The bulletin lists separate examinations for the classifications and a separate Electrical Business and Law portion. Journeyman candidates should follow their approved examination assignment rather than assuming the contractor business examination applies to them. CIB Testing Information PSI Candidate Information Bulletin
| Exam Rule | Detail |
|---|---|
| Passing score | 70% on each required part |
| Retest after first failure | 30 days |
| Retest, electrical trades, later failures | 30 days |
| Retest, other CIB trades, later failures | 90 days |
| Examination charge | $92 per portion |
| License Classification | Scored Items | Time Allowed |
|---|---|---|
| Unlimited contractor trade | 100 items | 240 minutes |
| Unlimited journeyman trade | 100 items | 240 minutes |
| Limited contractor trade | 100 items | 240 minutes |
| Refinery journeyman trade | 100 items | 240 minutes |
| Residential journeyman or contractor trade | 80 items | 210 minutes |
| Electrical Business and Law | 50 items | 120 minutes |
Exam notes: The passing score and retest interval are in 59 O.S. Section 1684, amended effective November 1, 2024 to lower the passing score from 75% to 70% and to set the 30-day electrical retest rule; other CIB trades described in the current PSI bulletin still use 90 days after the second and later failures. The item counts, time allowed, and examination charge come from the current PSI Candidate Information Bulletin. 59 O.S. Section 1684 PSI Candidate Information Bulletin
Prepare with the reference list for your exact examination; the unlimited and residential exams allow the current National Electrical Code, the relevant OSHA regulations, and Ugly's Electrical References, among others listed in the bulletin. For the unlimited journeyman examination, practice locating the applicable rule and completing calculations within the allotted time. Treat an open book format as a navigation skill to develop, rather than a substitute for knowing the work.
Oklahoma adopted the 2023 National Electrical Code, effective September 14, 2024. A 90 day grace period kept exam questions on the 2020 edition through December 13, 2024, and the CIB moved NEC examination questions to the 2023 edition starting December 14, 2024. Check the current bulletin when selecting books, because job site code requirements and permitted test references are separate questions. CIB NEC Adoption Notice
What It Costs to Apply and Renew
Separate board charges from the examination payment and the cost of business insurance. The following are individual fee components, not competing estimates of one fee. Use the current application for your filing category. CIB Apprentice Application CIB Electrical Application CIB Renewal Application
| Board Charge | Amount | Applies To |
|---|---|---|
| Apprentice application | $5 | Initial application |
| Apprentice registration | $20 | Registration |
| Journeyman processing | $25 | Initial application |
| Journeyman license | $50 | Initial license |
| Contractor processing | $30 | Initial application |
| Contractor license | $300 | Initial license |
| Journeyman renewal | $75 | Timely renewal |
| Journeyman late renewal | $100 | After 30 days late |
| Contractor renewal | $200 | Timely renewal |
| Contractor late renewal | $300 | After 30 days late |
| Alarm endorsement | $75 initial, $25 renewal | Alarm work scope |
Payment notes: The initial apprentice payment combines its application and registration charges. The CIB electrical application requires $75 total for an initial journeyman filing and $330 total for an initial contractor filing. These totals are sums of the listed components, not additional charges. CIB Apprentice Application CIB Electrical Application
The apprentice application charge is waived on subsequent applications submitted with payment within 30 days of registration expiration. Contractor and journeyman late renewal charges apply after 30 days, as shown above. A delayed payment rule does not establish permission to work on an expired credential; any license expired more than one year cannot be renewed and requires a fresh application and retest. CIB Apprentice Application CIB Renewal Application CIB Electrical Rules, Effective July 11, 2026
The bond amount and insurance coverage minimum below are not the amounts you pay an insurer or bond provider. Budget those business expenses separately. This distinction prevents a coverage requirement from being mistaken for a state application fee.
Activate the License and Maintain Coverage
Passing the examination does not itself make a contractor license active. Submit the required financial responsibility documents and verify the license status before contracting. The CIB's activation requirements identify the licensed individual on the bond and insurance paperwork. CIB Active Contractor Requirements
| Activation Item | Required Amount or Condition |
|---|---|
| Corporate surety bond | $5,000 |
| General liability coverage | $50,000 minimum |
| Bond cancellation notice | 30 days |
| Insurance certificate holder | Construction Industries Board |
| Workers' compensation | Coverage or valid exemption evidence |
Coverage notes: The bond is continuous and payable to the CIB, in the individual license holder's name. That individual's name must also appear on the insurance certificate, which lists the CIB as certificate holder but not as an additional insured. The electrical renewal form requires workers' compensation verification or exemption paperwork under Titles 85 and 85A. CIB Active Contractor Requirements CIB Renewal Application CIB Electrical Rules, Effective July 11, 2026
Track insurance expiration separately from license renewal. A coverage lapse causes inactive status, and contracting for services without current insurance and an active license is a violation. An inactive contractor license can still be used to work as a journeyman electrician. Submit updated coverage evidence when the policy changes or renews. CIB Active Contractor Requirements CIB Electrical Rules, Effective July 11, 2026
Annual Renewal and Continuing Education
Electrical licenses expire on the last day of the licensee's birth month and last no longer than one year. A Continuing Education Credit Hour means at least 60 minutes of classroom instruction. The continuing education cycle is a separate requirement; a three year CE period does not turn the credential into a three year license. CIB Electrical Rules, Effective July 11, 2026
| Credential | CE Requirement | Period |
|---|---|---|
| Electrical apprentice | 3 approved hours | Before annual re-registration |
| Electrical journeyman | 12 approved hours | 36 months |
| Electrical contractor | 12 approved hours | 36 months |
CE notes: HB 3215 introduced the requirements effective January 1, 2026. For journeymen and contractors, six hours cover adopted code updates and the remaining six cover other approved subjects. The apprentice exemptions described earlier still apply. CIB HB 3215 Notice
The current rule also exempts a licensee from CE for three years after passing the current licensing examination. Confirm the dates in your own record rather than assuming that every renewal starts a new exemption. CIB Electrical Rules, Effective July 11, 2026
HB 2085, effective November 1, 2025, expanded the Oklahoma Uniform Building Code Commission's (OUBCC) authority to provide continuing education, training, and certification for code officials, design professionals, and trade workers. CIB-regulated licensees still need CIB committee approved education for renewal credit; not all training offered under this new authority automatically counts. Check approval before enrolling, even when a training event covers construction codes. CIB HB 2085 Guidance
Reciprocity for Out-of-State Electricians
The CIB lists journeyman reciprocity agreements with these states. An agreement opens an application route; it does not make an out-of-state credential an Oklahoma license. CIB Reciprocity Guidelines
| States | States |
|---|---|
| Alaska | Montana |
| Arkansas | Nebraska |
| Colorado | South Dakota |
| Idaho | Texas |
| Iowa | Wyoming |
Reciprocity notes: The CIB requires a license held for at least one year and excludes grandfathered credentials. Complete the application and the Work History; reciprocal contractor applicants are granted a journeyman license by reciprocity first and must still pass the Oklahoma Business and Law exam and meet the bond and insurance requirements before receiving the contractor license. Check the agreement for your classification before relying on this route. CIB Reciprocity Guidelines CIB Electrical Rules, Effective July 11, 2026
Qualifying an Electrical Firm
An electrical firm must employ a currently licensed electrical contractor full time to supervise and control its electrical operations. Under OAC 158:40-5-3, that person must also be an officer, partner, or owner, be responsible for the firm's work, and represent only one electrical firm. Employment by itself does not replace the required company role. CIB Electrical Rules, Effective July 11, 2026
For an owner who is not personally licensed, a qualifying agent can qualify the company through a genuine role that meets those requirements. Read what a qualifying agent does and hire a qualifying agent to understand the placement process, or look into contractor qualifier services if you need help structuring that relationship. Map responsibility for supervision, staffing, documentation, and compliance before selecting the person.
If that contractor leaves, the firm still has to satisfy the qualifying contractor requirement before contracting. Report changes in business relationships or affiliation to the CIB within 30 days. That reporting deadline is not a stated grace period for operating without the required contractor. CIB Electrical Rules, Effective July 11, 2026
Keep Each Trade's Rules Separate
For a company performing several trades, 59 O.S. Section 1012(b) ties plumbing contracting to the licensed person, a bona fide partnership member, or a bona fide officer of the firm. Section 1850.7 of the Mechanical Licensing Act similarly requires that a mechanical firm have a contractor associated with and responsible for all of its mechanical work. CIB Plumbing License Law CIB Mechanical Licensing Act
The consequences also belong to their own acts. Plumbing Section 1019 provides a misdemeanor fine of $200 to $1,000 plus prosecution costs upon conviction, and Section 1006(B) separately makes it unlawful to loan or allow the use of a plumbing license. Mechanical Section 1850.14(C)(3) addresses license misuse, meaning loaning or illegally using a license, through suspension, revocation, or a refusal to issue or renew. CIB Plumbing License Law CIB Mechanical Licensing Act
Oklahoma's plumbing statute replaces the former master plumber designation with plumbing contractor, though the two terms still appear together in older forms and local ordinances. The mechanical trade includes a limited HVAC/R category capped at 25 tons of cooling and 500,000 BTU of heating, among several other mechanical contractor and journeyman categories. Check the CIB's own plumbing and mechanical continuing education pages for their current hour requirements, since those cycles are set separately from electrical CE. CIB Plumbing License Law
Use our Oklahoma plumbing guide, Oklahoma HVAC guide, and Oklahoma qualifier guide for those separate scopes.
Local Permits and License Display
State licensing does not eliminate municipal permitting. Electrical License Act Section 1693 lets any city or town prescribe its own rules, standards, and permit requirements for electrical work, and allows cities with more than 4,000 but no more than 30,000 residents to combine the plumbing and electrical inspector roles. Ask the permitting authority for the project location what registration, permit, and inspection steps apply before work starts. 59 O.S. Section 1693
Vehicles transporting the firm's tools and materials must display the firm name and license number with OK before the number. The lettering must be at least two inches high, contrast with the background, and appear conspicuously on both sides. The license number also belongs on advertising, contracts, and bids; the rule excludes uniforms and promotional items from that advertising requirement. CIB Electrical Rules, Effective July 11, 2026
Common Questions
How Long Does the Experience Path Take?
The unlimited journeyman rule describes 8,000 hours as four years, while the unlimited contractor rule describes 12,000 hours as six years. Contractor applicants also need the specified licensed journeyman period. Those are qualification benchmarks, not a promise of an application approval date. CIB Electrical Rules, Effective July 11, 2026
Can a Journeyman Bid Electrical Jobs Independently?
No. OAC 158:40-5-2 requires employment by a licensed contractor and prohibits journeymen from contracting to furnish electrical labor or labor and materials. Moving into business ownership requires addressing contractor qualification and activation. CIB Electrical Rules, Effective July 11, 2026
Is Business and Law Part of Apprentice Registration?
No. Apprentice registration uses the CIB application and supervised work path. Electrical Business and Law is a contractor examination portion, so an apprentice should focus first on registration, supervision, and experience records. CIB Apprentice Application PSI Candidate Information Bulletin
Does Oklahoma Require an Alarm Endorsement?
The CIB requires an alarm endorsement for work falling within that endorsement's scope, for a $75 initial fee and a $25 renewal fee. It includes a national criminal history check and is separate from the underlying electrical credential. Review the applicable scope before assigning alarm work. CIB Electrical Apprentice CIB Electrical Rules, Effective July 11, 2026
What Is a Student Electrical Intern?
A student electrical intern is a high school student enrolled in a work-ready or similar program who may work at one job site at a time under direct supervision, without counting against the three-apprentice ratio. This is a distinct, narrower registration from the standard electrical apprentice track and excludes high voltage work. 59 O.S. Section 1699
Plan Your Next Step
